Dr. Horner deep and broad technical knowledge combined with his understanding of Project Leadership and Systems Engineering practices enable him to provide effective leadership for highly technical hardware/software projects. He has been a key contributor to many large projects including the James Webb Space Telescope Near-Infrared Camera and the Stratospheric Observatory for Infrared Astronomy.  He has extensive experience with ground and space-based instrument development. He was a pioneer in the field of exoplanet detection, building one of the first stabilized spectrographs for precision radial velocity measurements. He has worked with industry, non-profits, government, and universities.

Systems engineering is the glue that holds your product teams together to ensure the integrated product meets the need intended. With small workgroups, communication between teammates can occur naturally or is orchestrated by a set process such as the prescribed meetings in Scrum. As your workgroups become larger, or the work is divided between multiple workgroups, or your team is distributed, communication becomes more difficult.  Systems engineering is the management of technical communication within and between your teams to ensure they are working together and have the current technical information to perform their jobs. Technical communication within and between your product teams occurs through multiple communications paths. But without planning and team agreement on these paths, communication can become confused especially in dynamically changing environments.  It is the job of Systems Engineering to define and maintain these communications paths. The main cause of project overruns is incomplete, poorly defined, and changing requirements.  Whether written in a requirements document or Scrum stories, having your requirements well defined is critical to the success of any project.  All requirements cost money, so poorly written requirements can waste time, money, and team morale.
